Course Overview

The goal of this course is to shift participants from thinking of PSM elements as isolated parts and procedures to a system of interrelated mutually supportive actions and outcomes. This new perspective provides the foundation for incident and hazard reduction. Participants will be divided into groups of three and asked to work collaboratively to analyze scenarios using incident videos and case studies and apply critical thinking skills to predict potential problems.

Audience

The Process Safety Management (PSM) Overview course is designed for operations and maintenance managers; technical, operations and maintenance engineers; frontline supervision; and PSM element leaders and team members. The content is technical and necessitates that participants are familiar with safety requirements within their facilities. The audience should reflect a variety of skill sets to help foster knowledge sharing through collaboration and teamwork.

Learning Objectives

This course features a problem-based learning approach that provides a collaborative job-focused experience to accelerate skill development. Participants will practice completing parts of the PSM analysis; identify and apply procedural requirements to manage the technology, facilities and personnel parts of PSM requirements; compare best-practice requirements to actual documented systems; collaboratively build a personal PSM on-the-job recommendation workbook; transfer in-class diagnostic strategies to job-related hazard and safety decisions; and demonstrate a holistic understanding of a PSM system.

Pre-requisites: Prior exposure to operations, maintenance, projects

Module 1:

Course Goals, Objectives and Guided Inquiry
This module sets up thought-provoking questions challenging participants to discover the answers throughout the learning process.

Module 2:

Defining PSM and Why it is Needed
Participants will discuss the scientific, managerial, and economic reasons in support of the 14 PSM Elements application.

Module 3:

Technology Resource Elements Supporting the PSM System
Define the operational requirements (what, where, why and how) depending on the elements within the technology resource

Module 4:

Facilities Resources Elements Supporting the PSM Systems
Define the operational requirements (what, where, why and how) depending on the elements within the facilities resource.

Module 5:

Management of Change – Personnel Resource Elements Supporting the PSM Systems
Define the operational requirements (what, where, why and how) depending on the elements within the management of change - personnel resource.

Module 6:

PSM System Integration and Relationships
A guided discussion surrounding PSM implementation will reinforce the theme of "systems thinking."

Based on our experience, we recommend that companies do the following on an organizational level:

Results and Path Forward

After completing this course, participants should compile a list of action items based on their learning to apply back on the job. This starts with writing new or upgrading existing PSM procedures. To build competency at the individual level, the participant should identify a coach, develop skills in applying PSM governance framework, develop a PSM dashboard, test the governance framework and dashboard in their department and then roll it out across the company. Also, an overall road map for implementing PSM across the company should be established.

It is recommended that participants go through an e-learning refresher course once a year and instructor-led refresher training once every three years.
