AFL-CIO Releases "Death on the Job" Report
New report offers safety and health statistics
The American Federation of Labor and Congress of Industrial Organizations (AFL-CIO) has released a new report, "Death on the Job: The Toll of Neglect," which provides recent safety-related data and examines the role of the Occupational Safety and Health Administration (OSHA).

The report reveals that:
  • 4,693 workers died on the job in 2011 (average of 13 per day)
  • About 50,000 die annually due to occupational diseases (average of 137 per day)
  • 3.8 million employees had work-related illnesses and injuries in 2011
  • The fatality rate has remained steady over the last three years, standing at 3.5 per 100,000 workers.
The report finds OSHA "underfunded and understaffed" and remarks that its low penalties do little to prevent violations.

Cell Phone Use Underreported in Vehicle Crashes
NSC releases new report
The National Safety Council (NSC) has released a new report entitled, "Crashes Involving Cell Phones: Challenges of Collecting and Reporting Reliable Crash Data." In the study, NSC reviewed a set of fatal crashes in which reliable evidence pointed to driver cell phone use.

Fatal crash reports are included in the Fatality Analysis Reporting System (FARS) of the National Highway Traffic Safety Administration (NHTSA). The study found that nearly half of the reviewed crashes occurring in 2011 did not report cell phone use as a crash factor in FARS.

The report stresses that such underreporting contributes to inaccurate prevention resources and strategies, as FARS data influence policy and funding decisions, among others. Still, determining the actual role of cell phones in vehicle crashes is difficult for many reasons. To start, police must often rely on drivers to admit to cell phone use, witness statements may be inaccurate, and cell phone records can be difficult to obtain.

OSHA to Extend Crane Operator Certification Deadline
Proposal forthcoming
The Occupational Safety and Health Administration will propose to extend by three years the deadline for complying with the crane operator certification requirement.

November 10, 2014 is the current deadline under the Cranes and Derricks in Construction Standard. When OSHA issued the standard, many expressed concerns about the qualification/certification requirements.

"OSHA is considering addressing these concerns through a later separate rulemaking. The agency will propose to extend the compliance date so that the qualification/certification requirements do not take effect during potential rulemaking or cause disruption to the construction industry."
